Dick Cheney has been out of office six years since his tenure as Vice-President. He left that job less popular than some skin rashes, as a politically impotent figure by the end. Less people even liked him than his boss, and that was with good reason. Cheney was terrible at his job, especially in his area of "expertise," national defense.
Dick Cheney was the architect of torture, which is exactly what we did in his time. Waterboarding is torture. Sleep deprivation is torture. "Rectal feeding" is torture. These aren't just the opinion of some Democratic guy in Pennsylvania, they are in fact the law of the land. When Ronald Reagan joined the anti-torture treaty in 1988 (Yes, Reagan signed it), it became our law. Cheney not only ordered, but really and truly supports all of this torture. Couple that with his "advising" President Bush to enter the disastrous Iraq War, and it's safe to say that Cheney was a failure on defense issues. Oh, and please don't tell how he "kept America safe after 9/11." He was Vice-President when 9/11 happened.
So no, I don't give a damn what he has to say about torture, the torture report, or really anything else. This man was an embarrassment to our country in a way that no other public official has been in my lifetime, and his opinion really isn't wanted here.
