In 1988, Ronald Reagan joined the United States to an anti-torture treaty, making it American law. It defined torture, banned torture, and said we wouldn't take part in torture as a nation.
In 2001, after 9/11, the Bush Administration got a legal opinion from it's own Justice Department saying some things that had been defined as torture were not. They then carried those things out. Dick Cheney says they did not commit torture, and everything was necessary.
It's really rather simple, Republicans: Either Reagan is right, or Cheney is right.
